Entry regulations and ports Estonia belongs to the Schengen states from the 21.12.2007.
It`s not necessary any more to pass passport control while sailing around inside the Schengen area. Anyway, a valid travelling document (passport or ID card) and the vessel documents should be with you, because the authorities (boarder guard, police, immigration board) have a right to control documents in case of need.
If the vessel comes from the outside of the Schengen area, the passport control is performed according to the legislation and the small vessels should enter the first harbour with the boarder crossing point.

If the Schengen passport control is passed once, the entering small craft may sail to any harbour inside the Schengen area.
While leaving or entering the Schengen area the skipper of the vessel should present to the the Boarder Guard a crew list (full name, date of birth, passport number) in two copies.
According to the Foreigners Act, the person transporting (in this case the skipper) a foreigner who, on arrival at the boarder, does not have legislative ground, or the necessary documents, allowing him/her to cross the boarder, is obliged to take the said foreigner back to the place where the foreigner first embarked, or to the state of the residence of the foreigner. In cases where this is impossible, the skipper is obliged to compensate to the Estonian State the stay of the foreigner in Estonia and the expenses related to him/her leaving Estonia.
Customs examination is performed by the boarder guard. The customhouse officer is called only in cases where there are goods to declare on the vessel.
